DIGITAL CUSTOMS FILE: DEADLINES AND LATEST NEWS

Since 9 June 2022, the Customs and Monopolies Agency has been undergoing the re-engineering of its information system, now renamed AIDA 2.0 (Integrated Automation of Customs and Excise), in order to comply with the digitalization process introduced by the New Customs Code of the European Union (UCC). This is to simplify the import and export trade in terms of time, costs, and security.
After the transformation of import declarations into electronic customs bills, it is now the turn of export tracking.

New Export Declarations: What changes for companies?
Thanks to the new system for managing export declarations, for example, it will be possible to:
 
  • acquire, rectify and cancel a declaration through a digitalized interview protocol with the export office and the customs declarant
  • send the declaration in "parcelled" or "complete" mode (with all the data entered in a single submission)
  • send standard, pre-declaration, simplified and complementary declarations
  • include over 40 items in a single statement
  • carry out centralized customs clearance
  • exchange messages in XML format via web services
  • use the recognition of other Certification authorities for identification and digital signature
  • use user recognition via SPID, CNS or CIE.
 
On the other hand, groupage export operations and export declarations combined with transit will not be possible.
 
What are the new stages of the declaration?
The different stages of the customs declaration are differentiated in chronological order:
REGISTRATION -> ACCEPTANCE (with allocation of MRN registration number) -> ALLOCATION of CONTROL.
 
What are the new tracking?
In place of the "ET/ET1" messages we find:
 
  • B1 Export declaration and re-export declaration
  • B2 Special scheme - conversion - outward processing declaration
  • B4 Declaration for the Shipment of Goods in the Context of Trade with Special Tax Territories
  • C1 Simplified export declaration
  • C2 Notification of presentation of goods in relation to export pre-declaration.
 
Export declarations: The new deadlines
Compared to the deadlines previously identified, the ADM with Customs Note Prot. 508708/RU of  21 August 2023 defined a new roadmap to adhere to the functional phases of the new export and transit services.
 
As an export economic operator, please note the following deadlines:
 
  • From 8 June to 6 November 2023,operators can join, in a real environment, the new functional phases of export and transit services
  • From 7 November 2023, operators must adhere, in a real environment, to the new functional phases of export and transit services.
